PROPOSED RULES OF THE 2024 ANNUAL CONVENTION OF THE

BUNCOMBE COUNTY REPUBLICAN PARTY

It is the purpose of these rules to provide for a fair and open meeting in a manner that facilitates the business of the Buncombe County Republican Party (BCGOP), respects the rights of the majority and minority, and encourages all Buncombe County Republicans to participate in the business of the BCGOP.

 

I. CONVENTION

A.       The officers of the Convention shall be Convention Chairman, Parliamentarian,                    

            Secretary, Timekeeper, Sergeant-at-Arms, Teller Committee, and Chair of the

            Credentials Committee.

B.         The 2024 Buncombe County Republican Convention shall be held at ABTech

             Ferguson Auditorium, Asheville, North Carolina.  The Convention shall convene at

             or about 9:30 a.m. on March 2, 2024, following completion of the County Precinct

             Meetings and recess as determined by the County Chairman.

C.         Delegates and Alternates, duly elected at the several Buncombe County Precinct

             Meetings, unless successfully challenged by the County Convention Credentials

             Committee or the subject of a successful motion to amend the report of the

             Committee on Credentials, shall sit as Delegates and Alternates at the Buncombe

             County Convention.

D.         The Committee on Credentials shall post at registration a list of all Precincts and

             respective number of Delegates and Alternates allotted.

E.          Motions to amend the Report of the Committee on Credentials may occur only

             immediately following the Credentials Committee Report delivered on the day of

             the Convention.

F.          No motion to amend the Report of the Committee on Credentials shall be in order

             unless the motion states the specific grounds for its proposed adoption.

G.         Registration for the convention shall be conducted at ABTech, Ferguson

             Auditorium from 7:30 a.m. to 8:45 a.m. on March 2, 2024.  Eligible members of the

             BCGOP who are present in line no later than 8:45 a.m. Eastern Daylight Time shall

             be allowed to be credentialed for their respective precinct meetings.  All attendees

             must register to obtain appropriate identification and must wear the identification

             within plain view at all times during the Convention.

H.        Only Delegates and Alternates shall be allowed on the floor of the Convention.  All

            guests must remain seated in the area designated for guests.

 

II. QUORUM

A quorum for all business transactions shall consist of 25% of the accredited and registered

Delegates as certified by the Committee on Credentials, and present on the floor of the convention.

 

III. MOTIONS

B.      To speak to the convention, a delegate should stand and raise his/her hand to be

          recognized by the Convention Chair.  This is true for motions and seconds.  Motions

          must be presented in written form to the Chair and to the Convention Secretary, and

          then stated from the floor, except for an incidental or privilege motion.  The maker of

          of the motion shall speak first to the motion.

 

IV. ORDER OF BUSINESS

The order of business of the meeting shall be as published in the printed meeting agenda, upon its adoption by the convention delegates.

V. VOTING

A.      An Alternate shall be allowed to vote upon being certified by the Committee on

          Credentials as a Delegate.

B.      Voting on matters shall be by voice vote or by the standing of the Delegates.  There

          shall be no proxy voting.

C.      Prior to the adoption of the report of the Committee on Credentials, no person shall

          no person shall be seated as a Delegate or Alternated.

D.      A Delegate casting a vote must be on the floor of the Convention at the time such vote

          is cast.

 

VI. DELEGATES TO THE BUNCOMBE COUNTY REPUBLICAN PARTY CONVENTION

Reference shall be made to Article VII, a, 3 of the NCGOP Plan of Organization (https://assets.nationbuilder.com/ncgop/mailings/5053/attachments/original/NCGOP_Plan_of_Organization.pdf?1689262756 for the numbers of allowed delegates to a BCGOP County Convention.  The provisions of that paragraph shall be followed.

 

VII. DELEGATES TO THE DISTRICT AND STATE CONVENTIONS

Reference shall be made to Article VII, b, 3 of the NCGOP Plan of Organization for the number of Buncombe County Republicans who can be delegates to the Congressional District and State Republican conventions.  Preference shall be given to persons present at the County Convention when delegates and alternates are elected to the Congressional District and State Republican Conventions.

 

VIII. LIMITS ON DEBATE

A.      No Delegate shall speak in Convention longer than two (2) minutes at any one time,

          nor more than twice on any issue, except as otherwise provided by a majority vote of

          the Convention.

B.      If any contest shall develop over any matter other than the election of officers, the

          Chairman of the Convention shall, in his/her discretion, allow each side an allotted

          time, not to exceed five (5) minutes, to present its position.

 

IX. TELLER COMMITTEE

The teller committee shall consist of 3 individuals as appointed.

X. PARLIAMENTARY AUTHORITY

The current edition of Robert’s Rules of Order, Newly Revised, shall govern this meeting when applicable and when not inconsistent with these rules, the BCGOP Plan of Organization, or the State Plan of Organization.


XI. ADOPTION AND SUSPENSION OF RULES

These rules shall be adopted upon a majority vote of the delegates registered and may be suspended during the meeting by a two-thirds vote of the registered delegates, except that the rules contained herein which are drawn from or implement provisions of the North Carolina Republican Party Plan of Organization may not be suspended.
